DescriptionOn 21 July 2000, United States (U.S.) military policy strengthened restrictions against anti-gay harassment within the armed forces, reinforcing internal conduct and equal treatment standards during the “Don’t Ask, Don’t Tell” era while still maintaining the underlying prohibition on open service by gay, lesbian, and bisexual personnel.

On 28 May 1998, U.S. executive branch civilian employment policy expanded Equal Employment Opportunity protections to explicitly include sexual orientation, prohibiting discrimination in hiring, promotion, and workplace treatment across most federal civilian agencies.

On 19 December 1997, U.S. Department of State policy created a formal sexual orientation discrimination complaint process for employees, allowing personnel to report discrimination through internal equal employment mechanisms within the Foreign Service system.

On 2 August 1995, U.S. classified-access (security clearance) policy was revised so that sexual orientation alone could not be used as the sole basis for denying or revoking a security clearance, shifting toward individualized risk assessment rather than categorical exclusion.

On 2 December 1993, U.S. Department of Justice and Federal Bureau of Investigation employment policy formally barred sexual orientation discrimination within those agencies, marking one of the earliest explicit federal agency nondiscrimination rules covering sexual orientation in employment.
