"Under federal Mexican system, a federal law that protects the human rights of the entire population of Mexico doesn't automatically override the local laws if they also protect the human rights or their local residents (Articles 1, 73, and 124 of the 1917 Mexican Constitution; and several mandatory jurisprudential thesis of the Mexican Supreme Court). The local bans are still in place, and new states are still approving their own bans. The local bans are considered as a 'second layer of protection'."
