  • Note field is incorrect "It is incorrect that the WHO Generic Guidelines (2012) (https://www.who.int/publications/i/item/9789241548519) do not mention men who have sex with men. At 7.9.1, the WHO indicates that MSM donors are "high-risk" for transmission of HIV, HBV and HCV. As a default position, the WHO recommends "the permanent deferral of MSM" as blood donors despite acknowledging that this could be considered discriminatory. However, they do encourage states to take some initiative: "Deferral criteria for high-risk sexual behaviours in a particular country or region should be determined and reviewed frequently, based on the residual risk of transfusion-transmitted viral infections, taking into account changes in disease epidemiology, improvements in available technologies for donation testing and on-going research". I suppose the confusion may come from the WHO's Blood donor counselling: implementation guidelines (2014) (https://iris.who.int/items/25b7706a-b9df-4c93-a28e-a0032e56cb6a) which is more concerned with process and donor care, not donation eligibility, and does not mention MSM."
