Description | On 28 October 2021, the Chamber of Deputies approved in a 271—16 vote a proposed infrastructure law containing a provision which made it illegal to display advertisement containing homophobic or transphobic messages on streets and vehicles. The draft law was approved by the Senate as well on 4 November in a 190—34 vote. In both Houses, the Government used its powers under the Standing Orders to force a single vote on the whole Bill, contrary to the usual procedure, whereby a vote on the full Bill must be preceded by a vote on each Article and on each proposed amendment. This forced MPs who opposed the anti-discrimination provision but supported other parts of the Bill to vote in favour. The proposal was ultimately signed into law by President Sergio Mattarella on 9 November and came into force on 10 November. |
