In Austria you absolutely cannot just change your gender like that. You are required to see a psychiatrist and recieve an official diagnosis called "Transidentität". It is still highly pathologized and not up to the individual person. If the doctors don't deem your gender as legitimate, you won't get the diagnosis and therefor won't be able to legally change your gender."
