According to the official and acting protocol of treatment of people with gender dysphoria provided by the Ministry of Healthcare since 2016, teenagers have access to psychiatric diagnosis, puberty blockers and feminising/masculinising HRT, the latter two with the consent of parents or caregivers.
The procedure might be unknown to most medical providers and obscured by negative views towards transgender people, but so is the procedure of providing medical assistance (psychiatric diagnosis, puberty blockers, HRT) to adults, which is is marked as available on this website
The legal right to & guidelines to treat gender dysphoria with puberty blockers & HRT for teens with the consent of parents or caregivers are guaranteed and provided by the government since 2016 as mentioned in the official source by the link, hence I ask to change the status from "Legal, but banned for minors" to "Legal, but restricted for minors" as the law currently explicitly demands parental or caregiver consent to prescribe puberty blockers or feminising/masculinising HRT to teenager minors with a diagnosed gender dysphoria."
