Entry #12975: Homosexual activity in Chechnya

Current Version

RegionChechnya
IssueHomosexual activity
StatusIllegal (death penalty as punishment)
Start Date1996
End Date(none)
DescriptionIn 1996, the Chechen Republic of Ichkeria passed the 1996 penal code. Article 148 punished sodomy with corporal punishment. The punishment for repeat offenders was the death penalty or life imprisonment.

Since 2000, the Government of the Chechen Republic of Ichkeria has been in exile. However, while Chechnya does not have an official law dictating what to do against LGBTQ+ people, openly LGBTQ+ people are often either arrested or killed. Chechen police will participate in "honor killings" towards anyone who demonstrates homosexual activity or activism for queer rights.

DescriptionHomosexuality became legal in Russia in 1993. Now at the moment, homosexuality is legal except 1 region-Chechnya.

On November 30, the Supreme Court of the Russian Federation recognized the LGBT movement as extremist and banned it. However, according to the court's decision, this does not concern the private life of LGBT people, but more concerns LGBT activists, it is also prohibited to use LGBT symbols and demonstrate them. It is not forbidden to make a coming out. This is accurate information, as the data has been studied in ILGA and this statement by LGBT human rights organizations and lawyers.
